Separate names with a comma.
Set the block type to Material.PLAYER_HEAD and then get the BlockState cast it to Skull set the owner (Don't actually know if it will work)
What are you trying to accomplish? Materials represent the Minecraft name ID's it can be an Item and a Block
Material.SKULL no longer exists, there are Material variances for the different Skull's...

Why not use Bukkit's inbuilt coloring methods, I would also recommend using a Enum for managing lang files
