My players often get this error when trying to use rtp. [ATTACH] Using latest version and latest 1.13 build from Spigot. No errors in console.
1.13.1 is out from Mojang :D
I figured it out. Remove protocolsupport from your Spigot server. That resolves the problem. Just use ViaRewind and ViaBackwards instead :D

Chunks loaded in 1.12.2 in biome "Deep Ocean" are not converted to 1.13 here. Everything else is. When converting from 1.12.2 to 1.13.
Did all chunks change in your world? We just tried it here and already generated chunks were not changed.
