Fixes an oversight with permissions and chat prefixes.

Fixes:

• Tabbable Reload - Fixed issue with reload command being tabbable when using proxychat command.

As you may have noticed I have changed the name of the plugin, this just sounds better.

No major changes to the plugin except the reload command, the config has changed slightly and is now tabblable.

You will need to update config with this update.

New Features:

• Command Cooldown Message - The command cooldown message now includes how long until the cooldown is over in seconds!
• Performance - Optimized code and in several areas, this should lead to better performance.
• Chat from Console - You can now chat from console, this is toggleable in the config on a chat by chat basis.
• Configurable Console Denied Message - When...

• Command Cooldown - You can now add cooldown to commands and override the cooldown for admins!
• Prefixes - You can now opt to use prefixes for chat instead of commands! @<message>
• Tab Complete - toggle and ignore now autocomplete when typing depending on your settings!
• Color in Messages - You can now stop users from using colors is messages and enable it with a permission!

YOU WILL MANUALLY HAVE TO UPDATE THE CONFIG WITH THIS UPDATE.

In the future I will automatically handle config updates.

• %chat-name% this is the name of that chat for use as a placeholder in toggle and ignore, this replaces %chat%.
