    Tweaked biome height scaling (Hopefully more reliable).
    - Let me know if it still has issues with the height of the generated biome.
    Added command confirmation (PlotSquared only)
    - Reduces the likelyhood of accidental biome generation.
    Tweaked seed randomization
    - Increases the chance of filthy ocean
    - The terrain is properly randomized now though.
