You need:
http://dev.bukkit.org/bukkit-plugins/skript/

How you can install it?
1. You need to install Skript in your pluginsfolder
2. Download the Skript and put it into plugins/skript/scripts folder
3. Start the server or use /sk reload Effect

Information:

Bane of Arthropods

Level 1: 5% to poison the victim
Level 2: 10% to poison the victim
Level 3: 15% to poison the victim
Level 4: 20% to poison the victim
Level 5: 25% to poison the victim

Smite

Level 1: 5% to slowness the victim
Level 2: 10% to slowness the victim
Level 3: 15% to slowness the victim
Level 4: 20% to slowness the victim
Level 5: 25% to slowness the victim
