GriefPrevention Add-On to set flags in claims.

    The command system has been redone.
    All commands are now `/gpflags <subcommand`… this helps cleanup the amount of commands to remember.
    Permissions have changes as well, command permissions are now “gpflags.command.<subcommand>”
