Basic /hat command allows for any block/item to put worn as a hat!

No Permission Support

Currently no support for permissions.
I can update if there is a need for permissions.
Made for servers like smp's.

Config
Messages.yml allows you to change the message that is send when you set a hat.
As there is no support permission currently, no-permission message has no function and can be removed.
