Temporary PSA: LuckPerms appears to be working fine on the pre-releases for 1.13. I don't expect an update to be necessary for the full release either.

LuckPerms is an advanced permissions implementation aiming to be a fast, reliable and flexible alternative to existing permission plugins. The project's main goals are centered around high performance and a wide feature set, filling the gaps of functionality and building upon existing features found in other plugins. LuckPerms also includes an extensive API for developers, and support for a variety of Minecraft server software & data storage options.

Most of the other available permission plugins date back a number of years, and were created in the early Bukkit era. Whilst this may mean they're stable, it also means they're often abandoned by the original authors, and receive no updates, support or bug fixes.
LuckPerms is still a growing and active resource, and I endeavour to reply to all bug reports, issues and feature requests in a timely manner.

LuckPerms supports fully automatic migration and data transfer from existing permissions plugins.

WorldGuard region support is provided via an add-on plugin called ExtraContexts. You can download that from here.
LuckPerms does have support for setting prefixes and suffixes, however it will not format the chat for you. You need to install a Vault compatible chat formatting plugin to pull the data from LuckPerms and apply the chat formatting.

LuckPerms: Difficult to use, but extremely amazing. DESTROYS ALL COMPETITORS!
LuckPerms is an alternative to GroupManager, PEX and etc. It's constantly updated and maintained by an amazing author: Luck. It even has a web editor!
The only problem with LuckPerms, is it's commands are pretty hard to get used too. But once you've got them down, basically you'll never need to be mad about perms again.
With LuckPerms, you can easily connect to your MySQL database. Link all of your servers to the same MySQL database, and you've got it globally. Just please don't forget to turn the storage type to MySQL!
MySQL allows support for only one server, a network, a network-specific server, per world, and even per world ALONGSIDE with per network-specific server. It's just amazing.
LuckPerms deserves every download it gets. It deserves everything. It may be hard to use for starters, but once you get the hang of it, you've practically learned how to use the best plugin.
Heck, even massive servers use it! I know a server with over 200+ players sometimes, they use it because one I saw a [LP] message for the perms!
I hope everyone uses this plugin. And I hope it can be maintained for as long as possible. LuckPerms is a Universal plugin, and we'll always use it.
hi friend I need your help urgently, I put this plugin in my server bungeecord and I put for example: the owner range but in the servers does not appear and I do not have permissions for anything that the range I removed from permissions ex with / lp migration and to create another range but I do not have permissions and I do not see the prefix, plox help!
As my first time using permissions it was a lot to understand at first but this plugin is so useful to me know and with the documentation i went from knowing nothing about permissions to not ever wanting to run another server without permissions. LP is a great plugin with active development! 10/10
Absolutely the most flexible, most powerful, and most professional piece of Minecraft server software I've ever seen. Amazing that the author doesn't accept donations, as I'm sure I and many others would donate in a heartbeat for the convenience and power this plugin brings. Can't recommend enough.
