With the introduction of Debug Sticks in the minecraft 1.13 update, this plugin is no longer necessary to toggle lamps on/off by hand. Simply use /give @s debug_stick and then right-click the lamp with the stick. If you want permission control, stickless toggling, a toggling sound, or some extra commands, then this plugin should still be useful for you.
This plugin allows players with the lamp.toggle permission node
to right-click a redstone lamp while not holding a block to turn it on or off.
This plugin is designed to help builders add lamp lights that have no power source.
As of v1.3, you can allow normal players to use it only in areas they can build in.
(loc command doesn't require WorldEdit)
/lamp loc [x] [y] [z] [on/off/toggle] <world>
(other commands are for WorldEdit selections that have lamps)
/lamp on <optionalPercentage>
/lamp off <optionalPercentage>
/lamp toggle <optionalPercentage>
(//lamp double-slash allowed)
Redstone lamps without a power source will
turn off if a block next to it causes it to update.
Toggle redstone lamps with your hand.
