The intent was that it would make mining blocks with a pick more like mining in real life. The idea is that the pick would rise slowly and fall quickly, simulating gravity. The block that is being mined appears to take damage every time the pick falls. This damage is done at once when the pick falls instead of continuous damage in regular minecraft.
This is done with a mining fatigue 10 potion effect being consistantly applied and removed after a certain amount of ticks. This effect starts when a player left clicks a block with a pick in their hand (Any type of pick). To get rid of the reoccuring effect, switch to another itemslot that DOES NOT contain a pick of any type.
Have fun!
