If a player does /report {player} {num 1-5} then all online staff that is listed in the config will a message telling them that the sender suspects that player of breaking a rule. To add a staff member to the config an oped player can do /report add {player}
Commands:
/report {Player} {num 1-5} - Reports a player and messages all staff listed in the config.
/report add {Player} - Adds a player to the config. Only oped players can do this.
