RPAssist is a utility plugin that helps you out with creating server resourcepacks, no longer you need to write up json files and mess about with file structure!
Using RPAssist you have only two folders and everything works through filenames, want to substitute the texture of the diamond hoe with durability 581? Just add a "DIAMOND_HOE_581.png" to the texture folder! The same applies to custom models.
Setup an access token to your dropbox account (See: here) to automatically send the resourcepack to the client upon connecting. Should you want to update the resourcepack in question delete the stub file that appears in the plugin directory.
I wrote RPA in a fashion where it respects the pack format 3, according to the minecraft wiki the difference between PF3 and PF4 are the material id's - it shouldn't be breaking, but no testing ocurred to ensure compatibility.
Edit: when you use a template you should zip it up as a "template.zip" with the zip file directly containing "assets, pack.mcmeta, pack.png" etc
