SlashBuild
Slash Build is a plugin , where one when the construction mode is enabled , only one can build . If this is not enabled , so you can not build it you silks have a specific permission . The worlds in which one can build only with / build or the permission to build/breakblocks , you can adjust in a list in the config.yml.

PERMISSIONS:
- SlashBuild.doCommand * do execute the /build command.
- SlashBuild.allowEverBuild * you can everyday build.

COMMANDS:
- /build - you need the 1th permission.
