Permissions:
sc.use - use the commands
sc.toggle - toggles chat
sc.toggle.{rank} - what chat they speak in
sc.admin.view - view admin chat
sc.mod.view - view mod chat
sc.helper.view - view helper chat
(can be used as a template, add ranks as needed just copy/past other ranks)

Commands:
/sc toggle - toggles staff chat
/sc help - help for staff chat
<All staff hear all messages coming from the channel toggled or not>

Upcoming:
