Createkit does not have potion compatibility with 1.9 at the moment. That will be fixed eventually.

Not necessarily. It's a huge refactor, not worth our time, and flatfiles can frequently outperform databases for a lot of tasks...

I get what you're saying, need to think about it. The current workaround is to use a kit sign, I guess.
Try using 373 with the potion meta tags as described in the Ess wiki.
Not sure about IDs, I don't personally run 1.9 in production
