Innovative Item is a plugin created for fun between two friends but fairly reliable. The plugin is capable of providing launchable TNTs and a sword that can generate a flash effect.

BombGive » Give a player a Bomb. There are six types of levels of bombs: 1-2-3-4-5 and C4.

The usage of the command is: /bombgive <player> <numbomb><lvl>
