NEW COMMAND TO ADD / REMOVE / LIST BLOCKED HEADS

First there is a new Permission for reloading and adding / removing blocked heads.
PermissionOP: playerhead.op
The permission to give you a head is:
Permission: playerhead.use
(You can change the permission in the config.yml)
NEW COMMAND
/playerhead block add <Head> to add a blocked head
/playerhead block remove <Head> to remove a blocked head
/playerhead block list to see the blocked heads
(You can change to COMMAND and the ALIASES in the config.yml)
