This is a very simple skript, but useful to server owners who don't want people to use the plugins command, I hope you don't mind but I have a suggestion that will allow owners to use the plugins command in the console and admins or owner to use it in game with a permission with newer versions of skript (tested on minecraft 1.13.2 with skript dev version 2.3.6), I put my code in a pastebin, you can use it if you want, it may get you better reviews https://pastebin.com/0rAmqKfe Best of luck to you.
