Any way to lower these?

  3. Not that I can actually help, but others would want details like which version of Spigot (run 'version') and an actual link to your timings (run 'timings paste'). Possibly your bukkit.yml..?

    Also, Build 849 has a new feature which would potentially lower tileEntityTick

    Turn your "ticks per monster spawns" to 2, instead of 1.

    Turn down your entity activation range in the bukkit.yml. Putting it to about 20 can improve performance massivley, while not being too much of a hassle (less than 20 is just annoying - more is better for players, but more lag)
