Can't Type Anything / Break Any Blocks When Joining

Hi ! I Hope This is Not My Plugins Problem Or What.. But I Need A Solution .
This Happened Every Time I Joined
And Then I Can't Type Anything Anymore .. what i need is restart Server then It Will Back To Normal.
But After That, The Bug Coming Back Again When I Rejoin

I removed All Plugins And It Show Me this
