This description is bad. But i think you want something like a Command blocker search for it. Sorry Spigot but i see his name is german and maybe he understand it better: Du suchst wahrscheinlich ein Plugin das Commands blockt aber andere Dinge dafür ausführt, davon gibt es einige - viele davon bekannt als Command Blocker oder ähnliches. Kannst mal danach suchen, ich kann dir vielleicht auch weiterhelfen - schreib mich einfach privat an. Beschreib dein Problem nächstes mal besser. Describe your problem next time better.
