  2. As far as I know no, I suggest you use Sockets because those don't require someone to be online.
     
  3. Look into Redis Pub/Sub. Essentially the same idea as the PluginMessageChannel but it's extremely fast, doesn't require players to be online, and you don't have to mess with sockets or anything of that nature
