Do I need to have NoLagg and Bkcommonlib on my server if I use Spigot?
They ironically tend to lag the server even more.
Nope - Spigot is great as it is; and from experience NoLagg was nothing but trouble for me last I used it. I can't say how it is now though; my last experience with it was months ago - perhaps things changed.
i installed whatever the latest dev build was for my vanilla server just so I could fix light updates, I think since it is actually being developed some things are good, most are better to leave turned off, for example I wouldnt use nolagg item merging along side spigot item merging
I often hear that NoLagg is often the reason why there is lag.
I would suggest, (if you're lagging) monitor your plugins, lower the view distance and possibly trying http://dev.bukkit.org/bukkit-mods/clearlagg/ .
