869 entities for 5 players... that means 173 entities per player... that's way too much. For more help we'll need your plugin list and a timings report please.

It seems to be a task inside the Spartan plugin that's just constantly running at an interval of one. Don't really know one what, but just know that it's one. And from that timings report it doesn't seem like that interval is very long. It's spending too much time syncing tasks from mainly Spartan.
First off, there are way too many entities. Get rid of some of them. Second of all, that is a very common issue. It will usually just resolve itself. Also, if you have too many plugins, that can also cause it.
