I want to use NetSurf, but can't seem to install it, and yum install netsurf does not work
Why don't you just use putty or terminal?
I use PuTTY, I thought that screen I got was called a command line

I have to use the one inbuilt to webmin now and then because my school block port 21.
Is the purpose to browse the web from that server? Eg. To proxy internet through it - either for privacy/bypass filters or for accessing backend web applications?
Try a Dynamic SSH tunnel in PuTTY: http://blog.buttewifi.com/2010/01/dynamic-ssh-tunneling-with-putty-to-secure-web-traffic/
Then you can use your local web browser which proxies all traffic through your SECURE shell (SSH).
