Download ZIP from Github, Import into Eclipse

  1. You can clone the repo and add it to eclipse by going to File > Import > Git. You may need the EGit plugin to do this though. https://eclipse.org/egit/

  2. You can import it by downloading the zip file. Extract it to a folder. Create a project in eclipse but leave it empty. Next, select the project and select Import > File System. Select the directory and choose what you want to import. :)

Also good to check for Maven projects- Eclipse and IntelliJ both come with Maven, if you can import it as a Maven project it's often much easier to build. Otherwise you may find yourself hunting down all the dependencies (other plugin jars, Spigot API, etc).
