Instead of making a plugin could you just edit Spigot.jar which your server runs off?
Well, sure I guess. But it would be very inconvenient and you might have trouble hooking into other plugins. Each time Spigot updates, you'd need to inject your own code in the jarfile. Plus you might get compiling issues with the whole jar from your code, which would render some or all of the server useless.
The question really is, why?
Using plugins offers great modularity for easy mass deployment and management. Why would you ditch something like that?
How would I edit spigot.jar?
I would want to edit spigot.jar, but how?
