Solved Generator works in Vanilla but not Spigot

I have an XP farm and it works fine in vanilla minecraft but not in paperspigot.

The farm requires Bamboo and Cactus to generate fast on sand with redstone and moving the sane with sticky pistons. Picture below.

What could cause this in the PaperSpigot Config?
