I would highly recommend installing a full permissions system plugin if you want to do this. Personally, I like BungeePerms, but LuckPerms and other plugins are also popular. I'm not even certain if BungeeCord allows plugins to modify the config.yml file. If there is a plugin that exists it would be very hard to find. Hope this helps
