You have a LOT of plugin i've never heard of before i'd look into that. also please install https://www.spigotmc.org/resources/spark.57242/ and do /spark sampler --timeout 60 and reply with the link to that, it's easier to diagnose lag with that.
Most of that plugins are from brazilian community. Its why you dont know then. Im told the guy to do it. He is going to do it right now
Really 0 TPS? Where do you get this from? Anyway Paper Servers are not supported by this forum, try using a spigot server !
