As the title says is there a way I can look at over peoples plugin like the codding of it?
If it's open source, there will most of the time be a link in their resources thread. If it's not open source, you can use a decompiler to decompile the code and check it out. However, decompiled code is most of the time partly broken or difficult to read, so be careful with that.
Yes, you need a java decompiler unless they have a repo.
Don't steal code, learn from it.

De-obfuscating is the correct word, and he's not advanced enough to do that.
ToS doesn't matter, they can't stop you from doing it. Just don't steal code and there is no problem.
You can take legal actions if you break someone's ToS. Unless its just a ToS from a kid, but for example if you take maxim's ToS. Damn son you got some problems.

There isn't much validity to a ToS on a spigot page as it can be edited at any time
They don't mean much at all.
It's different if you steal code, or resell software, but decompiling it? No harm.
