Here is my issue. I have set up votifier and GAListener on planet minecraft and minecraft-server-list. Both sites successfully connect with votifier on my server. When players vote, no message is broadcast and they do not receive the rewards. However, when I type /votetop it shows that they have voted and /fakevote works also. That's a bug with the version of the plugin you are using. Try updating (if there is an updated version), if not you can always use my plugin VotingPlugin as an alternative if you wish.
