possibly there is some plugin that is generating this conflict
you should try to remove some plugins and do tests

 

None of those plugins appear to be the direct cause of your issues. It is highly possible that your server configuration in itself is the issue. Could you follow the guide linked by the other dude to the best of your abilities and run the timings again?

1.15.2 is stable. The thing is that 1.13+ is laggy af.
