PingControl - Kick players with a high ping, preventing unfair PvP gameplay

A high ping can create an imbalance in PvP situations. Kick players when their ping gets too high.

Permissions:

pingcontrol.exempt - player with this permission is exempt from being kicked for a high ping

config.yml:

scheduler-period (integer) - how often to run the scheduled check (1/2 types of checks), in seconds

max-ping (integer) - maximum accepted ping, in ms
