Yes, I prefer Skript myself because it's a lot more customizable for the users unlike actually jar plugins. It's also a lot more easier to implement into a server because you just need to drag it in and do /skript reload all without having to restart or reload a server which if you have a big one with a lot of space heavy plugins than it could be really annoying, especially if you wanted to quickly add a plugin jar.
Since this is a Skript, I"m not sure with any possible NoCheatPlus support but if you don't set the speed to high or the lift then it shouldn't be an issue.
