Startup scripts

Hey guys i am trying to make sure im using my recourses properly so i am going to need help with making my startup scripts memorys. I run a server with 100+ people on and the main three game modes are prison factions and kitpvp

My dedi has 32gb of ram and my current startup script for factions is:
while true
do
java -Xmx8G -XX:MaxPermSize=128M -jar spigot25.jar
done

On factions i get about 70+ players on it peak time same with prison and same with kitpvp and my last server is survival games which gets barely any (max of like 10 that i have seen) but i will be changing it to creative soon.

So what do you guys think my start up scripts should be for each server and players allowed in at a time?

I also need it for my bungee cord and my hub.

What should my max players be for each server?

all im asking is how much memory should i use per server.... not hand tailor me scripts lmfao.
