I have tried http://www.spigotmc.org/resources/creative-control.3133/ however it mess with my plotworld, so is there any other plugin like it? or like http://dev.bukkit.org/bukkit-plugins/staffmonitor/
Don't know how this will bode with your plotworld, but I think it's a better limited creative plugin: http://www.spigotmc.org/resources/limited-creative.5873/
