I believe this to be a plugin issue, as every time I login, the cpu shoots to 130%. My view distance (in server properties) is at 6. It's currently hosted on pebblehost 4 premium gigs, I used it for a survival before so I know it's not them.
You should try a to do a timing report, also I think 102 plugins is a bit too much for that kind of servers
