How to toggle snowfall in the player's chunk?

You want it rain? Change the biome of the chunk
I mean when developing a plugin to do that.
Yes, that’s how you write a plugin to do that. Set world’s weather to clear or raining (storm?) and use the chunk’s biome to control if it’s rain or snow.
Yeah you can't toggle snow in any biomes, need to see online which biomes allow snowing.

If you are asking to only toggle snowfall in a specific chunk then, unfortunately, I have to disappoint you that this exceeds the limitations of the control you have over chunks. If you enable rain/snow it will rain and/or snow on every chunk on the world.
If you want to turn rain into snow, you can by changing the biome to a snow biome of the chunk.
