How can I disable this message?
Maybe if you send us your plugins list.... it will be more usefull...

You literally have a plugin called Rules. Ya think it could be that?
No that’s then custom one I’m working on, it’s not that I’m trying to get rid of that message to be able to use the custom one
Might be info then? Just remove 1 plugin at a time until it's gone

It's technically not my server it's a test server for developing plugins.
It is simple to find out, install plugman: https://dev.bukkit.org/projects/plugman
And then do /plugman lookup rules
And that will tell you what plugins have that command.

Plugman will tell you all the plugins with the commands registered to the plugin.yml so it should be really simple to see what plugins have /rules registered.

It's essentials; does anyone know how I can disable it? i'm sure i've disabled it before but I can't remember how I did it...
Yes, in the essentials config there is a part where it says disabled just list it under there.

Delete rules file on essentials' folder. It should fix your issue.
